a parallel passage with philippians 4.19 that says the same exact thing is 2 corinthians 9.6-8. it has the premise and the promise. this is taught all through the new testament. (ms) remember: a stingy planter gets a stingy crop; a lavish planter gets a lavish crop. i want each of you to take plenty of time to think it over, and make up your own mind what you will give. that will protect you against sob stories and arm-twisting. GOD loves it when the giver delights in the giving. this is the premise part.
then the promise: GOD can pour on the blessings in astonishing ways so that you're ready for anything and everything, more than just ready to do what needs to be done.
if you will let the truth of this passage really grasp you – if you really grab a hold of it – it will revolutionize your life. the principle is this: if you become a giver, GOD will take care of your needs. that is taught all through the scripture. giving guarantees GOD's provision. i have absolutely no worries about the future in terms of financial need. GOD will meet the promise because i am meeting the premise. i have done what GOD has said about giving.
